摘要
清末新政中咨议局、资政院议员选举标志着具有近代意义的选举制度落脚于中国。西方的民主选举制度在这一时期逐渐深入民心,培养了社会各阶层的参政议政意识。民国北京政府在欧风美雨的影响下,全面仿效西方民主政治,从中央政府到地方政府颁布了大量的法律文件,建立了较为完备的选举制度。目前研究该方面的论著数量逐年增多且不断深入,但其系统性和完整性有待进一步加强。对于这方面的研究,我们应立足于现有的研究成果,在此基础上扬长避短,多多交流,避免重复研究,从而寻求新的突破。
In the Qing Terminal New Deal, Consulting and Discussing Office and The Advisory Council marked with modern significance of electoral system was rooted in China. The western democratic electoral system has gradually won people＇s hearts in this period and fostered the awareness of political participation in different classes of the society. Under the influences of Western culture and civilization, Beijing government of the Republic of China imitated Western democratic politics. The central government and the local government had promulgated a large number of legal documents and established a relatively complete electoral system. At present, the number of studies on this aspect has been increasing year by year, but more efforts are needed to strengthen their systematicness and integrity. Based on the present research, future study should make best use of advantages and establish academic conversation in order to avoid repetitive work and seek new breakthroughs.
