摘要
2016年在肯尼亚召开的第六届日本东京非洲发展国际会议,通过了强调充实教育、创造就业岗位、推进产业多元化的《内罗毕宣言》。该宣言也写入了参与反恐、基于国际法维持海洋秩序重要性的内容,日非合作从经济拓展到政治及安全领域。以东京非洲发展国际会议为平台,日本希望凭借投资和援助在非洲深度介入非洲经济,提升日本对非洲能源开发和投资的竞争力和国际影响力,为争取成为联合国安理会常任理事国寻求更多非洲国家的支持,同时加强与在非洲影响力渐增的中国的抗衡。从经济拓展到政治、安全领域的日本"非洲外交新战略",充分反映出安倍政权"俯瞰地球仪外交"的政治诉求。
The Sixth Tokyo International Conference on African Development (TICAD) was held in Nairobi, the Republic of Kenya in 2016, adopting "the Nairobi Declaration", which emphasizes the enrichment of education, the creation of jobs and the promotion of industrial diversification. At the same time, the Declaration also includes the contents of the participation in the anti -terrorism, the importance of maintaining the order of the oceans based on international law, Japan -Africa cooperation from the economic expansion to the political and security fields. Japan hopes to deepen its involvement in Africa' s economy by investing and assisting Africa to enhance its competitiveness and international influence in Africa' s energy development and investment, in order to search more support to become one of the permanent members of the UN Security Council in African countries, while strengthening the confrontation with China's growing influence in Africa. Japan's "New Strategy for African Diplomacy", from economic expansion to security, fully reflects the political aspirations of the Abe regime "overlooking globe diplomacy"
