摘要
在资源环境约束趋紧的背景下,促进对外贸易绿色转型升级是实现中国经济可持续发展的重要内容。本文以外向型经济较发达的浙江省为例,通过构建绿色贸易转型升级指标体系,测算了浙江省对外贸易绿色转型升级的变动轨迹。研究结果表明:2002-2014年间浙江省对外贸易绿色转型升级指数总体呈上升态势,但在不同的时间区段内增加幅度有差异;从构成绿色贸易转型升级指数的三个分层指标来考察,浙江省出口产品质量持续改善,但提升速度有所放缓,产业高度较低但转型升级潜力较大,出口部门碳生产率略高于全国水平且不同行业间差异性较大。本文基于实证分析结果,从加快产业结构调整与产业布局优化、构建绿色技术进步的支撑和保障机制、优化绿色贸易预警机制三个方面提出新常态下促进浙江省对外贸易绿色转型升级的对策建议。
Under the circumstance of increasingly stringent resources and environment constraints ,to promote green transformation and upgrading of China＇s foreign trade is an important part of achieving sustainable development of China＇s economy. This paper analyzes the changes of the green transformation and upgrading of Zhejiang＇s foreign trade by building the index system, taking Zhejiang province as an example of advanced export-oriented economy. The results show that the green transformation and upgrading of Zhejiang＇s foreign trade index is on the rise with some differences in the increase range in different time zones during the period of 2002-2014. Also, Zhejiang province＇s export product quality has been continuously improved with the slow-down increase rate, relatively low industrial height and relatively great transformation and upgrading potential, the carbon productivity level of export sector slightly higher than the national level with relatively large differences between different industries, viewed from the three indicators of foreign trade transformation and upgrading in- dex. Then the paper puts forward countermeasures and suggestions, such as speeding up the industrial structure adjustment and the industrial layout optimization, building green technology support and guarantee mechanism, optimizing the early warning mechanism of the green transformation of foreign trade and so on.
