摘要
文章基于"五大发展理念",从经济增长质量视角出发,以中国2000—2014年的省际面板数据为样本,运用系统GMM估计方法,实证检验中央对地方转移支付的经济增长质量效应,研究结果表明:(1)整体上看,经济增长质量的变动存在持续性,转移支付的经济增长质量效应显著为负。(2)从五大方面指数看,转移支付对创新、绿色和开放的影响显著为负,但对协调和共享的影响显著为正,这在一定程度上说明转移支付通过抑制创新、绿色和开放而制约了经济增长质量的提升。(3)从地区数据层面看,转移支付显著促进了东部地区经济增长质量的提高,但在中西部地区的经济增长质量效应却为负。(4)将转移支付分为一般用途转移支付、特殊用途转移支付和税收返还等三方面进行的实证分析表明,不同类型转移支付的经济增长质量效应也存在显著差异。
Based on ＂Five Development Concepts＂ and quality of economic growth, this paper explores the impact of fiscal transfers from the center on quality of economic growth in local areas. By empirically analyzing Chinese provincial panel data from 2000-2014 and using GMM system, the study finds that： （1） In general, transfer payments have significantly negative effect on the quality of economic growth. And changes in the quality of economic growth are sustainable. （2）From five index aspects, transfer payments has obvious positive impacts on coordination and sharing, while it has negative impacts on innovation, coordi- nation and green development. In some way, this explains that transfer payments restricts the improvement of economic quality through inhibiting innovation, coordination and green development. （3） From the regional level, transfer payments obviously pro- mote quality of economic growth in the eastern region, while it has significantly negative impacts on the quality of economic growth in the central and western regions. （4） Different categories of transfer payments may have different impacts on the quality of economic growth. So we divide transfer payments into general purpose transfer, special purpose transfer and tax rebates for em- pirical research.
