摘要
自改革开放以来 ,江苏电力建设取得了很大的成绩 ,在解决了电力不足的同时 ,改善了发电能源的结构 ,实行了投资体制的改革 ,为今后有序的发展打下了基础。目前 ,资金渠道较为畅通 ,建设力量得到锻练和加强。在此情况下 ,正确制定电源发展规划就更为迫切 ,今后 ,江苏电源规划和建设中要特别注意通过市场竞争进行有序的发展 ,并应充分考虑到江苏资源的优化利用和经济、技术条件进行统一规划 ,在实施过程中 ,应根据条件的变化 ,以优化为目标 ,不断进行动态调整。在发展中应充分考虑电厂改造、人员分流 。
Since reformation and opening,the electric power construction of Jiangsu has got great archievemt,the insufficient of electric power has eliminated,at the sametime,the construction style of electric power source has refined,and the reformation of investment organization system has carried out,then the fundenmental for orderly developing is prepared, now the fund channel is clear,construction ability is strengthened. It is urgent to determine a just electric power source programme. In future,it must be specially noticed that in Jiangsu the electric power source programme and orderly constrution should be carried out under market competition and fully consider the optimum utilising of Jiangsu power source and integratly programming both economic and technic. During operation,according conditions variation,with optimum as a target,the dynamic regulation should fulfil.The technical reformation and the persons rearrangement of old plants should be fully considered and the environment protection should be paid attention on.
