摘要
利用层次分析法,构建了关于民族贫困地区乡村旅游扶贫绩效评价的指标体系,并对湘西土家族苗族自治州(下称湘西州)乡村旅游扶贫绩效进行了评价。结果表明,2015年湘西州乡村旅游扶贫绩效处于良好等级,但农民人均纯收入、地区年旅游就业人数、森林覆盖率等指标的实际得分与标准得分之间差距较大,影响了湘西州乡村旅游扶贫的绩效。为此,提出了加强湘西州乡村旅游基础设施建设、通过开展乡村旅游职业技能培训推动乡村居民旅游就业等应对策略。
By using the method of hierarchy analysis, indicator sets are constructed for evaluating the performance ofpoverty alleviation through rural tourism development in poor and ethnic areas, and the empirical studies on the caseof Xiangxi Autonomous Prefecture are carried out. The results show that the performance of poverty alleviationthrough rural tourism in Xiangxi Autonomous is in good grades in 2015, but there are big gaps between actual scoresand standard scores at some indicators, including per capita net income of rural residents, the number of annualtourism employment and forest coverage. These factors negatively affect the performance. Finally, some measuresare proposed for elevating the performance, such as strengthening the infrastructure construction, carrying out theprofessional skill training and promoting the employment of rural tourism.
