摘要
随着我国低碳城市试点工作的不断推进,对城市低碳发展水平进行综合评价成为研究热点。在面临环境保护和温室气体减排问题的双重约束下,需要对试点城市低碳、环保、发展三者之间的相互影响关系进行定量评价,探究其内在规律,并找出促进三者协调发展的有效途径。通过构建低碳环保发展评价指数,分类型对试点城市的低碳、环保、发展进行单项分析。研究认为:低碳试点城市在地域范围上具有广泛性,在城市类型上具有一定代表性;处理好经济社会发展与低碳环保的关系、低碳水平与环保水平不同步问题是低碳城市建设中的关键;不同类型城市面临的重点任务不尽相同,模式创新是试点城市需要着力突破的问题。
With the development of low-carbon city pilot work,a comprehensive evaluation of the lowcarbon urban development becomes a hot topic. With the doubled siege of environmental protection and greenhouse gas reduction,it needs a quantitative assessment on the mutual relation of low-carbon,environmental protection and development,thus to find the inner rule the valid way to improve coordinated development of the three. By building the low carbon environmental development evaluation index,this paper takes an individual analysis of low-carbon,environmental,economic and social development with classification type of pilot cities. The conclusions are as follows： first,lowcarbon pilot cities are extensive in geographical scope and representative in the city type; second,the key points of the low-carbon urban construction are dealing the relationship between economic development and environmental protection and the asynchronism of low carbon levels and environmental standards; third,the different types of cities have different key tasks,so model innovation is the major problem.
