摘要
城市开发边界是新常态下实现城市转型发展、促进土地集约利用、有效缓解耕地与生态保护用地压力的重要举措。文章以沈阳城市开发边界的划定工作为研究对象,在深入分析其实践经验的基础上,从组织模式、法律法规和管理机制等方面对城市开发边界的划定提出了建议,希望有助于推动城市的转型发展。
Urban development boundary is an important measure in urban development transition, compact land use, farmland and ecological land preservation. The paper introduces the delimitation of Shenyang urban development boundary, and puts forwards suggestions from organization, legislation, and management.
