摘要
根据开放、创新的新常态环境构建开放式知识产权管理绩效评价指标体系,基于最优组合赋权法建立开放式知识产权管理评价模型,对2014年中国30个省、市、自治区的高技术产业开放式知识产权管理绩效进行分析。结果表明,开放式知识产权管理绩效是知识知识产权开发、协同、运营、保护水平的综合体现,与区域经济水平、科研能力、知识产权市场竞争度等因素显著相关。
Based on the analysis of the literature we build an open intellectual property management performance evaluation index system according to the open and innovative new normal environment. An evaluation model of open intellectual prop- erty management is built up based on optimal combination weights model and analysis of the performance of high technology industry＇ s open intellectual property management in 30 provinces, cities and autonomous regions. The results show that the performance of open intellectual property management is the comprehensive embodiment of the intellectual property de- velopment, coordination, operation and protection, and significantly related with regional economic level, scientific re- search ability, intellectual property market competition and other factors. Empirical analysis results could set a precedent for upgrading the level of regional high technology industry＇ s intellectual property management and promoting the sharing of intellectual property rights among enterprises.
