摘要
小微企业信用保证基金是政府推进政策性融资担保体系建设的重要载体,是建立健全小微企业融资政府增信机制的关键一环,是缓解小微企业融资难、融资贵问题的一项突破性举措,同时有助于引导中小微企业融资行为与产业转型升级相结合,促进政府、银行、企业三方实现互惠互利、合作共赢。本文从制度设计层面对浙江温州信保基金进行了深入分析,从实际运作层面详细介绍了温州信保基金挂牌运营以来的发展成效,指出了其发展过程中存在的突出问题,并给出了进一步推动信保基金发展的措施建议。
