摘要
本文通过梳理凌河流域城镇面临的生态环境、产业经济、城镇发展等方面的问题,以构建流域生态治理体系为线索,提出区域发展重点是推动流域特色农旅发展,引导传统产业集聚,带动流域产业发展转型,促进流域城镇建设,实现流域生态治理、产业转型、城镇统筹发展。本文提出应首先结合地质灾害分布、自然保护区分布、水源地保护、用地类型等要素划定生态控制线与生态控制区,其次进行旅游、矿产、特色农林资源、重要产业园区、区域交通设施等重要发展要素空间识别,在此基础上构建与流域生态治理要求及资源条件相匹配的分类分区城镇职能体系,并以此为基础确定滨河乡镇地区空间分区,引导区域有序发展,以期对其他流域治理地区的区域城镇规划提供参考价值和借鉴意义。
By sorting out the problems of ecological environment, industrial economy, urban development and other issues faced by the cities and towns in Linghe Basin, with the construction of watershed ecological management system as the clue, this thesis proposes that the focus of regional development is to promote the development of agricultural tourism with characteristics, guide the traditional industrial agglomeration, drive the transformation of the basin industry development, promote the construction of river basin and realize river basin ecological management, industrial transformation, urban development. In this paper, it is proposed that the ecological control line and ecological control zone should be defined in combination with the geological hazard distribution, the distribution of nature reserves, the protection of water sources, and the types of land use. Secondly, tourism, mineral resources, agriculture and forestry resources with characteristics, important industrial parks and regional transportation facilities and other important development elements should be identified. On the basis of this, the classification and zoning of urban function system applicable for the requirements of ecological management and resource conditions are constructed and thus determining Binghe Township zoning area space and guiding orderly development of the region. This paper gives a certain reference value for the regional town planning in other watershed management areas.
