摘要
当前军工企业在国防专利保密解密过程中存在军民不协调、解密不及时、管理不科学等诸多问题,一定程度上影响了国防科技成果的转化应用和科研人员创造的积极性。究其原因,主要是定密解密职责不明、解密动力不足、专利管理双轨运行体制、地方管理部门权力过小等。为此,必须进一步加强顶层设计,强化军地信息沟通,试点推行国防专利属地化管理,明确保密解密权责,统一工作程序,建立完善定期强制解密机制,这样才能为促进国防科技成果转化和激发创新活力创造良好的制度环境。
The local military industry enterprises of China are faced with the inharmonious of military and civilian,the delay of declassification,and the management being not scientific,during national defense related patents＇ secret determination and declassification process.These problems,to some degree,have affected not only the transformation and application of national defense related science and technology achievements,but also scientific researchers＇ enthusiasm of creation.The reason are mainly lies in the obscure of the responsibilities and rights of secret determination and declassification,the lack of declassification motivation,the double-track operation system of defense-related parents management,and the low power of local management administrations,etc.Therefore,it is time to perfect the top-level designation,enhance military and civilian information exchange,launch pilot programs on local management of national defense related patents,specify the responsibilities and rights of secret determination and declassification,unify the working processes,and establish and perfect the mechanism of regular compulsory declassification.Thus, can we create a better institutional environment for promoting the transformation of national defense related science and technology achievements and innovation vitality.
