摘要
黄河泥沙资源丰富,地方经济发展和生态利用对黄河泥沙资源的需求量较大,潜在经济效益可观。黄河泥沙资源利用作为一个新兴产业,需要通过政府的支持和引导,培育市场,逐步走向产业化道路,从而促进黄河下游河道淤积问题的有效解决。通过黄河泥沙资源转型利用现状和市场化前景分析,利用政策分析工具,提出黄河泥沙资源利用产业化的"政府引导、市场运作"模式和相关建议。
Yellow River Basin is rich in sediment resources that may generate remarkable economic benefits as local economic development and ecology hold a great demand on it. In order to deal with sedimentation problem in the downstream of Yellow River effectively, sediment utilization, as an emerging industry, support and guidance from local government is need by developing market mechanism and gradually enters into the track of industrialization. Policy analysis tools are applied for creating a model of ＂government-led and market operating mechanism＂ for sediment resources utilization based on analysis of current situation and market prospects.
