摘要
水电建设移民多为因工程占地和水库淹没而失地的农民,如何科学规划、有序实施,逐步实现"搬得出、稳得住、逐步能致富",是我们必须高度重视的问题。过渡搬迁移民及逐年补偿移民分别是水电移民规划和实施阶段的产物,看似毫无关系但却有着内在的联系和共同的特点,并且也是水电移民安置方式的有益探索。为此,应对水电移民安置工作的不断探索与创新,不断健全和完善符合实际的科学的水电移民政策,争取最大程度地减少对移民原有生活结构的深度影响,最大限度地保证移民合法利益,切实把广大移民群众安置好,以更好更快地推进水电建设事业的良性健康发展。
Most of immigrants in the construction of hydropower project are peasants who lose their lands as project land occupation and reservoir inundation, so we must pay close attention to the issues of how to plan scientifically, implement in order and realize progressively the stability and affluence of immigrants after relocation. The transition relocation and year-by-year compensation are the results of the stages of hydropower resettlement planning and plan implementation respectively. The transition relocation and year-by-year compensation seem to have no relationship between them, but there are intrinsically linked and have common characteristic, and at the same time, they are also beneficial exploration on resettlement way. Through constant exploring and innovating in resettlement, improving and perfecting resettlement policies, the impacts on immigrants are reduced in a greatest extent, the legitimate interests of immigrants can be guaranteed in a maximum extent. Good resettlement will promote the positive and healthy development of hydropower in a better and faster way.
