摘要
全面建设小康社会,"三农"问题是我国转型升级工作的重中之重。而维护农民切身利益,建立土地要素平等交换制度又是首要任务。为此,通过借鉴相关经济理论,并结合农村土地要素自身特点,提出"弓弦箭靶"理论模型。然后对现阶段我国农村土地要素市场交换中的不平等现象进行了深入的研究,找寻出主要的影响因素。最后从政府干预、市场运作和法律健全等角度提出相应的政策建议。
Building a moderately prosperous society in an all-round way, issues of agriculture rural areas and peasantry are the top priority of the transformation and upgrading works. While maintaining the vital interests of farmers, establishing the equal exchange sys- tem of land factor is a top project. By drawing the relevant economic theory, combined with the elements of rural land, this dissertation proposes a ＂bow-string-arrow-target＂ theoretical model, then studies the inequality phenomenon of the land exchanging market, and finds out the main factors. Finally, it raises policy recommendations from government intervention, market operation and legal perfection.
