摘要
基于DEA模型中的生产规模报酬可变(VRS)子模型BC2,以能源富集区陕西省榆林市为例,对其2013年经济发展的综合效率、技术效率及规模效率进行测度。研究结果表明:(1)总体而言,榆林市经济发展效率在地理空间上呈南北发展效率高、中部发展效率低的分布特征,并存在南北"DEA有效"的双中心结构;(2)经济发展的规模效率是榆林市经济发展综合效率的主要制约因素;(3)榆阳区、府谷县、横山县、米脂县存在生产要素投入冗余现象,以横山县最为突出。可通过提高劳动者的素质、改善投资环境、促进产业结构高级化及专业化、提高综合能源的利用效率等来提高各区县的经济发展效率。
To improve the efficiency of economic development is the important measure of sound and rapid economic development of Yulin City. The sub model BC2 based on DEA model are used to measure comprehensive efficiency, technical efficiency and scale efficiency of the economic development of Yulin City in 2013. The eco-nomic development efficiency of Yulin presents high development efficiency in north and south but low development efficiency in the middle of the city. There exists a double center structure of u DEA efficient in north and south. The scale efficiency of economic development is the main aspects of restraining comprehensive efficiency of Yulin City. In the whole city, there exists fillers of factors of production in Yuyang District, Fugu County, Hengshan County and Mizhi County, especially in Hengshan County. Research suggests that improving the quality of the workers and the investment environment, optimizing the structure of domestic trade reasonably, promoting industrial structure upgrading and specialization, improving the efficient use of comprehensive energy are the countermeasures of raising the efficiency of economic development of districts and counties.
