摘要
根据对陕西省三大国有多元化集团公司的调研发现,在传统的研发资金管理模式下,由于制度本身的制约,出现了集团公司研发实力不足、研发资金使用效率低下、各个集团下属公司对研发投入的动力不足等问题,这些问题影响了公司和国家的技术突破和技术发展。基于此,从新制度经济学的角度分析了传统的研发资金管理模式存在的问题,找到改变问题的方法——建立市场化的研发资金管理制度,并提出这一新制度的路径选择,分析了制度创新的可能性。
According to the research from three state-owned diversified group companies in Shaanxi Province, it can be found that in the traditional R＆D funds management mode, due to the constraints of the system itself, there has been insufficient corporation R＆D strength, inefficient use of R＆D funds, various group companies for R＆D input power shortage and other issues, which affect the company and the country’s technological breakthroughs and technological development. This article, from the perspective of the new institutional economics, analyzes the traditional R＆D funds management problems, finds ways to change the problem to establish a market-oriented R＆D funds management system, puts forward the path selection of the new system, and analyzes possibilities of institutional innovation.
