摘要
作者利用相关档案资料及前人研究成果,对库伦开设驻京文报局、改用邮局传递文报一事进行资料整理和史实考述,涉及到库伦开设驻京文报局的时代背景、先决条件、署库伦办事大臣三多等人奏设驻京文报局以及开设文报局所引发的陆军、邮传二部的争执等问题。
In this article the author uses archival resources and precedent academic accomplishments to research on the establishment of Urga Official Agency for Document Transmission in Beijing,as a complementation of his earlier research on Urga Post Road during the Qing Dynasty. This paper includes discussion of the time background, the prerequisite of establishing the agency; the memorials and messages of San Duo( 三多),the Grand Superintendent in Urga,to Emperor and Ministries,and the argument between the Ministry of Traffic & Communication and the Ministry of War,which was raised by the establishment of the agency.
