摘要
在健全社会主义协商民主制度的背景下,实现邻避冲突协商治理成为社会各界的普遍共识。然而,由于邻避冲突利益相关主体涉及广泛,利益关系复杂多变,影响因素众多,再加之协商民主与协商治理理论的内在缺陷,邻避冲突协商治理仍面临来自公平、效率、价值认同以及协商场域等方面的实践困境。建立协商沟通机制,平等协商方式,培育社会资本,发展多元平台,对于推进社会主义协商民主制度的健全与完善,推动国家治理能力与治理体系的现代化具有重要意义。
Against the backdrop of improving the system of socialist consultative democracy, the consultative governance of NIMBY（ Not In My Back Yard） conflict has been the universal consensus in society. However, as stakeholders are widely involved in NIMBY conflicts, the interest relationships are complicate and changeable and the influencing factors are various as well as the inherent defects existing in consultative democracy and consultative governance theories, the consultative governance of NIMBY conflicts are still challenged by practice dilemmas of fairness, efficiency, and value recognition, consultation field and the like. Henceforth, exploring solutions for NIMBY conflicts bears critical significance on the improvement of the system of socialist consultative governance and the advancement of the modernization of national governance capacity and governance system.
