摘要
存量建设用地的再利用正在我国如火如荼的开展,其中增值利益能否得到合理分配始终是能否推动存量建设用地再利用的关键。因此,本文的核心目的是探讨存量建设用地的再利用过程中增值利益分配的逻辑思路和技术设置,为城市的存量土地再利用过程中增值利益分配奠定理论基础。本文通过系统梳理以往的相关研究,以增值利益分配的核心环节和相关方面为切入点,分析如何设定增值利益的分配逻辑。研究表明,存量土地再利用需要考虑的四个核心方面包括公共运作与市场运作之间的关系,现状和未来的关系,不同被改造权利主体之间的均衡关系,改造群体和非改造群体之间的均衡关系。在存量建设用地的再利用增值利益分配过程中,需要严格遵守可持续发展和有机更新的原则,设定合理的利益增值空间,和分配模式,最终促进存量建设用地的再利用的有序开展。
There are increasing numbers of reuse of developedconstruction land. During this process, whether the increment interest can be assigned properly plays a critical role for promoting redevelopment of construction land. Therefore, the purpose of this research is to explore what are the most suitable manners to assign the increment interest, so as to solid theoretical basis of this aspect. Through comprehensive teasing former studies concerning this aspect, concerning the core points of distribution of theincrement interest, the research would like to identify the logic of setting how to set the distribution of the increment interest. Research shows that the four core points of distribution of theincrement interest contain: the relationship between public operation and market operation, the relationship between the future and the current time, the relationship among various parts of the interest parts, the relationship between the various parts of the interest parts and the rest of people in the city. During the process of the distribution of the increment interests, two core principles contain the sustainable development and organic redevelopment. Setting a proper range of increment interests, and increment interest distribution mode are also important for suitable development of redevelopment of the construction land.
