摘要
随着互联网尤其是移动互联网的高速发展,以支付宝和财付通为代表的互联网支付清算企业的市场占有率不断提升,冲击了传统金融机构和其他支付清算主体的既有利益,尤其动摇了中国银联在我国支付清算市场的垄断地位。为争夺市场份额,双方间的竞争愈演愈烈。为规范支付清算市场,央行出台了系列规范性法律文件。但因竞争中立理念的缺失,其监管政策明显倾斜保护银联,扭曲了支付清算市场的公平竞争。为维护该市场的公平竞争,央行应调整监管政策,回归监管中立角色。
With the rapid development of the Internet , especially the mobile Intemet, the Internet payment and settlement enterprises＇ market sharing is continuously upgrading, such as Alipay and TenPay, which has consequently been affecting the traditional financial institutions and other payment clearing bodies＇ vested benefits, especially shaking the monopoly of China Union Pay in payment and settlement market. To fight for market share, the competition between the parties is more and more intensified. In order to regulate the payment and settlement market, the People＇ s Bank of China issued a series of normative legal documents. However, due to the lack of competitive neutrality , the regulatory policies significantly tilt protection CUP, which distorts the fair competition in the payment and settlement market. To maintain the fair competition in the market, the central bank should adjust its regulatory policy, and return to its neutral regulatory role.
