摘要
城市规划编制专项资金是财政专项资金的重要组成部分。随着城市化的快速发展,在我国现行财政体制下,城市规划编制专项资金的管理面临各种矛盾。本文基于对X市规划编制专项资金绩效评价的相关资料,分析城市规划编制专项资金管理中存在的主要问题及原因,提出加强规划编制专项资金的管理以提高专项资金绩效的对策。
Special fund for urban planning is an important component of fiscal special funds. With the rapid development of urbanization, the management of special funds for urban planning is exposed to an array of problems amid China＇s current fiscal system. In this paper,based on the documentation of performance assessment on X city,it summarizes some major problems in the management of special funds for urban planning and analyzes the problem and its reason. Finally, some measures to enhance the funding management system as a way to improve the special funding performance are proposed.
