摘要
"一带一路"为推动沿线国家的教育合作提供了良好机遇,然而,目前面临的现实问题是,沿线国家范畴没有明确界定,掣肘沿线国家教育深度合作的推进。若按古代丝绸之路的历史渊源,"一带一路"涉及约59个国家;若按"一带一路"的官方地域表述,则涵盖90个国家;学界更有"17个重点国家"之说、"64个板块国家"之说和"不限定国家"之说等多种见解。综合考虑历史沿革、战略内涵等因素,本文认为"一带一路"沿线国家至少应有73个,即"73+"之说,主要包括亚、欧、非3大板块,其中东亚2国、东南亚11国、南亚7国、中亚7国、西亚18国,中东欧20国、西欧4国和南欧2国,再加非洲2国。"73+"意味着"一带一路"沿线教育合作的"靶标"国家是一个底数为73的非限定值,沿线国家的教育深度融入可先从这73个国家入手。
The Belt and Road Initiative provides good opportunities for the the education cooperation of countries along the regions. However, up to now there is no clear map about the numbers of the “ target countries” along this region, which hampers the development of the initiative. There should be at least 59 countries if we take historical origin of the ancient Silk Road as a main counting factor and 90 countries if we take into account the related regions potentially covered in the officially declared strategy. Nevertheless, different scholars have ar-gued multiple opinions about i t, including the theoretical statements of “ the 17 priority countries”,“64 countries” and “ un-limited countries” etc. Considering the historical linkage and connotation of the Belt and Road Initiative, we conclude that the numbers of the “ target countries” should be at least 73, which is named as the hypothesis of 73 + , which covers regions of Asia, Europe and Africa. In other words, they are 2 countries in east Asia, 11 countries in southeast Asia, 7 countries in south Asia, 7 countries in central Asia, 18 countries in west Asia, 20 countries in central and eastern Europe, 4 countries in Western Europe, 2 countries in southern European and 2 countries in Africa. The hypothesis of 73 + denotes that the number of the “ target countries” along the region related to the Belt and Road Initiative for education cooperation is a non limiting value but with a funda-mental figure of 73, which should be considered as the first group of countries to carry out the deep cooperation of education.
