摘要
[目的]探讨促进医疗机构优先使用基本药物的政策策略。[方法]采用复制动态演化博弈的方法,对医疗机构使用基本药物的行为选择进行分析研究。[结果]医疗机构使用基本药物的积极性与政府补贴的强度、市场份额的扩大程度、行政奖励激励的程度等因素密切相关。政府的补偿机制越完善、基本药物的疾病覆盖面越广、相关奖励激励政策越多,医疗机构使用基本药物的趋向性越明显。[结论]基于演化博弈理论的视角,促进基本药物优先使用的政策策略可从政府财政支持、基本药物目录完善、处方信息披露、医疗机构绩效考核等方面进行重点考虑。
Objective To explore the policy strategies on promoting the priority use of essential medicines. Methods The behavior choice of the use of essential medicines was analyzed based on the replieator dynamics evolutionary game theory. Results The initiatives in the use of essential medicines were related to the government subsidies, the expansion of market share, the administrative rewards and incentives and other factors. Conclusions Based on the perceptive of evolutionary game theory, the key strategies to promoting the priority use of essential medicines can be considered from government financial support, improving essential drug list, prescription information disclosure, and medical institution performance evaluation.
