摘要
文章介绍了矿山固体废弃物的概念和分类,矿山固体废弃物资源化利用进入常态化的重要性和必要性。评述了我国矿山固体废弃物资源化利用现状和资源化利用的两个方向:有用组分回收和整体利用,主要应用在建材领域、矿业领域和农业领域。指出了矿山固体废弃物资源化利用进入新常态的五个关键问题:矿山固体废弃物资源化利用意识淡薄、资源化利用法规制度不完善、资源化利用现状不清晰、资源化利用技术水平落后、缺乏激励机制和约束手段。文章从矿山固体废弃物资源化利用意识、法律规划编制、调查评价、技术推广、奖惩机制等方面提出建议,推动矿山固体废弃物从"生态包袱"转化为"资源财富"。
This paper introduces the concept and classification of mining solid wastes, and also illustrates the importance and necessity of the recycling utilization of mining solid wastes as normalresources. The present status of the recycling utilization of mining solid wastes is discussed and the two major directions of the utilization are also analyzed： the recycling of the useful components and the directutilization of mining solid wastes, the latter of which includes their uses in building materials, mining filling materials,and agricultural soil improving agents. The 5 critical issues concerning the recycling utilization ofthe mining solid wastes, which are respectively as follows： （1） the weak consciousness of the recycling utilization of mining solid wastes;（2） the imperfect of the regulating laws;（3） the unclear present status of therecycling utilizations（4） the unsatisfactory lagging-behind techniques of the recycling utilization（ 5） the lack of incentive mechanism and/or compulsory measure s, are probed in details. Meanwhile the correspondingcountermeasures,which are respectively as follows：（1） raising consciousness of the recycling utilization of mining solid wastes; （2） perfecting the regulating laws; （3） investigation and evaluation of the mining solidwastes;（4） promotion of advanced techniques of the recycling utilization; （5） perfecting incentive mechanism and/or compulsory measures, are also proposed so as to turn the mining solid wastes from ＂ecological burden＂ to ＂resources wealth＂.
