海绵城市总体规划经验探索——以南宁市为例 被引量:60

摘要 海绵城市建设作为一种新型的城市发展方式,已融入到新型城镇化和水安全战略中。南宁市作为第一批海绵城市建设试点城市,在海绵城市规划、建设、管理等方面开展了相关探索与实践。南宁市海绵城市总体规划构建了城市自然生态空间格局,保障区域海绵本底安全,同时结合城市发展特征,制定了海绵城市总体建设策略。通过该规划,南宁市形成了"23+10+202"的海绵城市建设模式,即划分了23个流域系统,合理布置了调蓄设施、滨水缓冲带、湿地公园、生态雨水廊道、海绵公园等流域性重要海绵设施;10个海绵功能区,结合功能区主要特征,构建了海绵城市建设控制指标体系;202个管理控制单元,将海绵城市总体目标进行分解,为海绵城市建设与管理及控制性详细规划落实总体目标提供了技术支撑。 As a new urban development pattern, the construction of sponge city has been deeply integrated into the new urbanization and watersecurity strategy. Nanning City, as one of the first batch of experimental sponge cities, has undertaken exploration and practice on sponge city planning, construction and management. The sponge city master plan of Nanning City established an urban ecological spatial pattern in order to protect the security of sponge background. The sponge city construction strategy has also proposed overall construction strategies of sponge city, combined with the urban development features. Through the systematic analysis and planning, a ~'23+10+202" pattern of sponge city construction has been formed. "23" represents 23 drainage basin districts~ in which significant sponge facilities such as storage facilities, waterfront buffer zones, wetland parks, ecological rain corridor and sponge parks were allocated. ~'10" represents 10 sponge functional areas, which provided an important reference for the establishment of sponge city construction index system. "202" represents 202 management control units, which decomposed the general objective and provided technical support not only for sponge city construction and management, but for the implementation of general objective in regulatory plan as well.
