摘要
本文基于对辽宁省8市74村1205个村民的问卷调查数据,通过建立联立方程模型,使用三阶段最小二乘法进行回归分析,研究了村委会选举公正程度对村干部行为的影响以及村干部行为对农村干群关系的影响。计量分析发现,在村委会选举中,严格按照制度规定举行选举、改进选举的宣传工作、防范候选人使用不正当竞争手段,都有利于提升村民对选举公正程度的评价;在从村干部工作成绩、对村民的关心状况、遵纪守法表现三个方面测量村干部行为的基础上,本文研究发现,提高村委会选举公正程度将显著改善村干部行为,而村干部行为的改善对农村干群关系有显著的正向影响。
Based on the survey data of 1205 Villagers from 74 villages located at 8 cities in Liaoning Province, this article analyzes the effects of village election fairness on village cadres' behaviors, and the effect of village cadres' behaviors on the cadre-villager relations in China, using three stage least squares(3SLS) to build a simultaneous equation model. The results show that villagers' evaluations of electoral fairness can be improved with election rules that are followed strictly, improved propaganda work, and a decrease in the probability of unfair competition. Meanwhile, it examines the behaviors of village cadres through their work performance, the degree of their concern about the villagers' life and their observance of rules. The results show that election fairness has significant positive effects on the behaviors of village cadres. Moreover, election fairness is found to significantly improve the behaviors of village cadres, and the improvement of their behaviors is proved to have significant positive effects on the cadre-villager relations in rural China.
