论公安高校反恐人才培养中保密工作机制的建立 被引量:3

On Establishment of Confidential Protocol of Counterterrorism Personnel Training in Universities of Public Security

摘要 公安高校反恐人才培养中的保密工作较其在日常教学、管理中的保密工作具有涉密规格高,触密人员级别低;涉密范围广,秘密界定把握难;窃密渠道多,监管环境复杂等特点。反恐秘密的封闭性与大学教育的开放性、反恐保密监管的机械性与教学科研的灵活性、反恐秘密范围的限定性与校园生活的多样性等三对矛盾对保密工作提出了挑战。对此,公安高校人才培养中应当从健全监管体制,完善涉密风险评估程序,加强科学技术的运用,依法合理划定保密责任等方面建立保密工作机制。 The confidential work in counterterrorism personnel training in police universities has the following characteristics, compared with the daily task of teaching, organizing, and managing work in Universities of Public Security, including:the confidential level is high;the secret-related person is in low level;the range of secrets is too extensive to define;the leaking channels are various;and the supervision environment is complicated. Three contradictions are challenging:the seal of the anti-terrorism confidential–the opening of university education, the machinery of Anti-terrorism confidential regulation-the flexibility of teaching and researching, the definiteness of regulation of anti-terrorism confidential information- the diversity of campus life. In dealing with the problems, we should take the following measures:to establish and complete the managerial system;improve the procedures of risk assessment of leaking secrets;increase the use of scientific technology;and set up the confidentiality obligations, so as to establish the working mechanism of confidential information.
