摘要
海洋经济布局不仅关乎海洋经济的发展质量,更影响海洋强国战略的实施进程。在梳理总结相关理论研究的基础上,从主、客体角度对海洋经济布局的内涵进行深入剖析,明确了海洋经济布局的主体、客体、介体以及环体,并从生态文明、资源禀赋、陆海统筹、平面布局、时序优化、规模控制、空间挖掘、规划衔接、政策一致、战略抉择十个方面探究各要素之间的相互作用关系,以期为我国海洋经济的合理布局提供借鉴。
The layout of marine economy influences not only the quality of marine economic development, but also the implementation process of China＇s strategy for building an ocean power. Based on the summarization of relevant theoretical researches, this paper analyzes the connotation of the layout of marine economy from the aspects of subject and object. This paper clarifies the meanings of subject, object, mediator and annulus, and discusses the correlation among the ten elements of ecological civilization, endowment of resources, land and sea conformity, plane layout, timing optimization, scale control, space exploring, planning convergence, policy consistency and strategic choices. By doing so, this paper hopes to provide references for the rational layout of China＇s marine economy.
