摘要
本文利用广东省21个地级市2003-2013年的面板数据,采用双重差分的方法检验了广东省2008年"双转移"政策的污染转移效应。研究发现,广东区际产业转移的污染转移效应与政府产业政策导向密切相关。政府只明令禁止东西两翼及粤北山区承接污染水资源的产业。相对于珠三角地区,东西两翼及粤北山区在2008年后工业废水的排放总量和排放强度均显著下降,但工业废气的排放总量和排放强度均显著增加,工业烟尘的排放总量和排放强度也在一定程度上有所提高。这种污染转移效应并没有随着时间推移而减弱。不同区域的效应也有所差异,其中粤东污染转移效应最强,江门、肇庆和惠州三市次之,粤西第三,粤北污染转移效应则不显著。机制分析表明,产业转移显著增加了东西两翼及粤北山区工业生产,工业生产又使东西两翼及粤北山区的污染物排放发生相应变化。本文对中国方兴未艾的区际产业转移具有启示意义,如何在产业转移中保护承接地的生态环境是亟待解决的问题。
By using the panel data of twenty-one prefecture-level cities from 2003 to 2013 in Guangdong Province, we test the pollution transferring effect of the industry resettlement since 2008 in Guangdong Province in the framework of difference-in-difference. We find that the pollution transferring effect depends on the guide of provincial government＇s industry policy. Since the provincial government only prohibits the region outside Pearl River Delta undertake the industry causing water pollution, the industry resettlement in 2008 makes the rest regions of Guangdong province discharged less industrial waste water, but more industrial waste gas and dust than Pearl River Delta region. The pollution transferring effect does not decline as time passes, but such effect varies in different regions. The effect in the east of Guangdong province is most outstanding, and the effect in Jiangmen, Zhaoqing and Huizhou is less, and the effect in the west of Guangdong province is least, but the north of Guangdong province does not display such effect. We further find that the industry resettlement raise the industrial production in the rest regions of Guangdong province, and the industrial production cause the discharged industrial waste gas and dust increase. The study has broadly implication for the ongoing industrial resettlement among different region in China, and it is an urgent task for the lagged-behind regions to protect the environment when undertaking the transferred industries.
