摘要
矿业权人勘查开采信息公示系统建设是国土资源管理部门规范勘查开采活动、加强社会监督、保障矿产资源合理开发利用的一种重要措施。本文依据《公示办法》相关要求,对公示系统进行技术架构设计与功能需求分析,将系统设为支撑层、数据层、应用层和展示层4个层次,包含矿业权人登录平台、矿业权目录、矿业权人在线填报、国土资源主管部门管理、核查人员核查、社会公众监督举报、异常名录和严重违法名单、公告通知等八大功能模块,并对主要模块提出了具体的功能需求,为进一步进行系统设计和开发奠定了基础。以期通过该公示系统的建设与应用加强国土资源管理部门对矿产资源勘查开采活动的监督管理。
The construction of system for Mining Rights Holder＇s exploring and mining public information is a kind of important measures for the land and resources management department to regulate the exploration and exploitation activities,strengthen social supervision and ensure the rational exploitation and utilization of mineral resources.According to the requirements from the Ministry of land and resources,this paper focused on the system technical architecture design and functional requirements analysis,which containing four levels,e.g.system support layer,data layer,application layer and presentation layer with eight functional modules,e.g.platform of mining right holder to log on,mining right holder online reporting,land and resources department management,inspector,public supervision and reporting,list of exception and serious violations,and notice.Each module was analyzed on the specific functional requirements.This work will lay the foundation for the further design and development of the system.It is expected to strengthen the supervision and management of mineral resources exploration and mining activities through the construction and application of the system.
