摘要
通过梳理黑龙江省公共图书馆史料可以发现,黑龙江图书馆1906年创建于黑龙江将军府(现齐齐哈尔市),是全国最早建立的省级图书馆之一,为全省图书馆事业提供了良好的外在动力和社会环境,随之省内图书馆事业蓬勃发展。由于哈尔滨市城市隶属关系及行政区划的改变,加之旧中国内战不止、民不聊生、政局动荡、伪满洲国统治等因素,哈尔滨市图书馆在解放前多次更换馆名和馆址。黑龙江省其他市(地)、县(区)图书馆也经历了阶段性的起伏与发展。
By combing the historical data on the public library of Heilongjiang Province, it can be found that Heilongjiang Library,one of the earliest provincial library, established in 1906 at Heilongjiang Martial＇s Mansion（now the city of Qiqihar）. It provides a good external power and social environment for the libraries in the province, so the libraries flourished since then. Due to the change in administrative relationship and subdivision of Harbin City, besides, the factors such as continual civil war, people living in dire poverty, political instability, ruled by Manchukuon in the old China, Harbin Library changed names and removed for several times. Libraries of other cities and counties of Heilongjiang province also have undergone through undulating development.
