摘要
为加强水电项目实施过程中隐性成本的管理,构建隐性成本影响因素指标体系,引入三角模糊数理论,建立了基于Fuzzy-DEMATEL的水电项目隐性成本影响因素评价模型,并结合实例计算各影响因素的中心度和原因度,挖掘因素间的相互关系,识别影响隐性成本的主要因素。结果表明,人员组织、管理体制、运行机制、施工组织、物资保障、变更索赔和自然条件是主要因素,管理因素和技术因素是控制的重点对象。该方法合理可行,为隐性成本管理工作提供了参考。
In order to strengthen the implicit cost management in the implementation of hydropower project,the index system of implicit cost influencing factors was constructed.And the triangular fuzzy numbers theory was introduced to establish the evaluation model of influencing factors based on Fuzzy-DEMATEL.Combined with example,centrality degree and cause degree of each influencing factor were calculated and the mutual relationship among the factors was analyzed.Finally,the main factors influencing the implicit cost were identified.The results show that the personnel organization,management system,operation mechanism,construction organization,material support,altering claims and natural condition are the main factors.Management factor and technical factor are the key targets of control.The method is reasonable and feasible.Thus,it provides a reference for the implicit cost management.
