摘要
电子废弃物缺乏规范的回收处理渠道,导致对生态环境的破坏日益严重。围绕电子废弃物回收处理渠道的特点,综合考虑正规渠道的激励因素与非正规渠道的制约因素,建立回收处理渠道演化的系统动力学模型。以电视机、电冰箱、洗衣机、空调、电脑为例进行研究,结果表明:对电子废弃物正规回收处理企业的政策支持,回收处理企业的技术创新,将正规回收处理企业设计规模利用率作为指标调控回收处理状况,加强对二手家电市场的监管等措施,对增加电子废弃物的正规回收处理量及促进回收处理渠道的规范化具有积极影响。
Lack of canonical recycling and disposal channels of e-waste has resulted in increasing damage to ecological environment. This paper builds up a system dynamics model which involves the evolution of recycling and disposal channels, based on the features and key influence factors of these channels. By taking television sets, refrigerators, washing machines, air conditioners, computers as examples, the study shows that policy support for regular e-waste recycling and disposal enterprises, the technical innovation of recycling and disposal enterprises, using the designing scale efficiency of regular recycling and disposal enterprises as an index to regulate recycling and disposal and strengthening the supervision of second-hand household appliances market have a positive effect on increasing the capacity of regular recycling and disposal. Furthermore, the above measures will also promote the standardization of recycling and disposal channels.
