摘要
在阐述现代边海防的涵义,明确其建设目标的基础上,提出了强大稳固的现代边海防建设的沿边开放带动模式、党政军民共建联防模式、边海防安全环境塑造带动模式和跨国安全合作模式,从边海防全面发展、安全防控、社会治理、政策制度、对外合作、软实力塑造六个维度,探索了现代边海防的建设路径。
On the basis of elaborating the meaning of modern land and sea defense and identifying its con- struction goals, this paper puts forward four models of constructing a powerful modern land and sea defense： following-frontier-opening driving mode, joint defense of the Party, government, army, police and the masses, land and sea security environment development driving mode and the transnational security cooperation mode. It then explores the pathways of constructing modern land and sea defense through the following dimensions： all-round development of land and sea defense, security control, social governance, policies and rules, external cooperation and building soft power.
