摘要
西藏水力资源丰富,适宜将水电作为发展特色产业、提高自我发展能力的抓手。为此,国家开发银行相关部门与中国水力发电工程学会、国务院发展研究中心资源与环境政策研究所就支持西藏水电开发,推动西藏经济社会可持续发展问题进行了研究,以澜沧江上游(西藏段)为例,综合考虑项目回报、银行风险等因素,对支持西藏水电开发所需的电价、融资、税收等优惠需求进行了分析、研究。
The water power in Tibet is resourceful so it is appropriate to treat hydropower as an instrumentality to develop characteristic industry and improve self-growth ability. The supporting on hydropower exploration and promoting economic society development in Tibet are researched by the combination of China Development Bank, China Society for Hydropower Engineering Department and Research Institute of Resources and Environment Policies of Development Research Center of State Council Resources. Taking the upper reaches of Lancang River（ in Tibet） as an example, the electricity pricing, financing and taxation policies to support the hydropower exploration are analyzed by comprehensively considering the factors such as project return and bank risks.
