摘要
铁路发展基金是中央政府支持的、以财政性资金为引导的多元化铁路投融资市场主体,对于创新铁路投融资体制,吸引社会资金投资铁路,加快铁路建设,促进经济社会持续健康协调发展具有十分重要的意义。如何募集资金,管好用好基金,发挥其在铁路发展中的重要作用,需要深入研究。根据《铁路发展基金管理办法》等规定,重点对资金募集来源、资金投资方向、给予社会投资人的回报水平等问题进行研究。
Railway development fund is supported by the central government and guided by financial funds. It has very important sig- nificance for railway investment and financing system innovation, attracting social investment in railway, speeding up railway con- struction, and promoting sustained, healthy and balanced economic and social development. China Railway Development Fund Ltd. was established on September 26, 2014, and it has now entered the operational phase. According to Regulation on Railway Develop- ment Fund Management and other regulations, this paper focuses on the sources of fundraising, capital investment direction, social investor returns and other issues.
