摘要
随着国际毒品形势的变化和毒品违法犯罪的增多,毒品犯罪分子开始利用互联网这个平台进行毒品交易,给全世界、全人类带来了无穷的灾难。2001年,联合国麻醉品管理局就向全球发出警告:"毒品正通过互联网销售,私人聊天室正被毒品商利用,人们在互联网上正面临着毒品的威胁。"2011年10月,全国公安机关开展统一行动,成功侦破了我国首例利用互联网视频交友平台进行涉毒违法犯罪活动的"‘8.31’特大网络吸贩毒案"。"8.31"案件涉及我国31个省区市,查获涉毒违法犯罪嫌疑人12125名,破获制贩毒案件496起,打掉制贩毒团伙144个、吸毒窝点340个、制毒工厂(点)22个,缴获毒品308.3千克。"‘8.31’特大网络吸贩毒案"的成功侦破,敲响了我国互联网涉毒犯罪监管的警钟。
With the change of international drug situation and the increase of drug - involved crimes, drug - involved criminals have begun to traffic drugs on the platform of lnternet, which has brought countless disasters to the whole world and all human beings. In 2001, UN Bureau of Narcotics issued a warning to the whole word, ＂ Drugs are being sold via Internet and private chatting rooms are being used by drug dealers, which poses great threats to common people using the Internet. ＂ In October, 2011, the public security organs in the whole China launched a unified action against drugs and succeeded in cracking down the first case of drug - trafficking crime named ＂ 8.31 Giant Internet Drug Taking and Trafficking Case＂ via the video dating platform on the Interuet. ＂ 8.31 Case＂ involved 31 provinces or regions with 12125 suspects being cauptured, 496 drug trafficking cases, 144 drug -trafficking groups, 340 drug manufacturing places and 22 drug manufacturing factories being cracked down and 308. 3 kgs of drugs being seized. The successful cracking down of ＂ 8.31 Giant Internet Drug Taking and Trafficking Case＂ sent out warnings against drug- involved crimes via Interuet.
