摘要
电子商务作为新一轮科技革命与产业变革交汇孕育出的商业新模式,已成为优化资源配置,提升生产、流通、消费和生活水平的重要途径。国家将电子商务进农村确定为一大战略目标,对在农村开展电子商务进行过专门部署。尤溪县是福建省首个阿里巴巴农村淘宝试点县,并于2015年6月被列入国家电子商务进农村综合示范县。应用SWOT方法,分析尤溪县当前电子商务发展的内部和外部环境。通过分析研究发现,尤溪县电子商务发展既有实体经济、基础设施等方面的优势和国家大力提倡智慧农业发展、政府社会共同推动农村电子商务发展等有利机遇,也存在规模较小、缺乏龙头企业引领等问题,以及在物流快递行业成本控制、电子商务应用水平与公共服务体系方面面临一些挑战。针对存在的问题及挑战提出尤溪县发展电子商务的战略建议和规划,通过进一步优化电子商务发展环境,加强政策支持引导,完善支撑和服务体系,推进应用与创新发展等方式和手段,推动县域电子商务更好更快的发展。
The new technological and industrial revolution gives birth to a new business model-- e-commerce/business. Currently, e-commerce/business already becomes an important way to optimize resources allocation and improve production, circulation, consumption and living standards. The state has set developing e-commerce in rural areas as a target. Youxi, the first Alibaba Taobao pilot county in Fujian Province, was nominated in June,2015 as one of the national rural e-commerce demonstration counties. The SWOT method is used to analyze the internal and external environment of the county＇s current e-commerce/business development. Result shows that Youxi County has advantages of developing e-commerce/business in aspects, such as its strong entity economy and complete infrastructure. Also, this county has favorable opportunities, such as the state advocating intelligent agriculture, both government and society making efforts to promote rural e-commerce/business, etc. In developing e-commerce/business, however, Youxi county are faced with problems, such as the small running scale and lack of leading enterprises, the high logistical and express delivery cost, and the low-level e-commerce/business application and incomplete public service. Strategic suggestions and plans are put forward to promote the the county＇s e-commerce/business development：optimizing developmental environment further, strengthening policy support,improving service system and boosting application and innovation.
