摘要
通过系统梳理京津冀生态环境协同保护的进展状况,分析京津冀生态环境协同保护效果不明显的原因,认为要提升京津冀生态环境协同保护的效果必须一方面形成"自上而下"的推进机制,保障协同保护的战略规划、目标任务、政策措施能够顺利实施,另一方面形成"自下而上"的全民积极主动进行协同保护的参与机制。将两种机制路径紧密结合,有效解决内外部因素导致的协同保护效果不明显问题,合力提升京津冀生态环境协同保护的效果,尽快改善京津冀区域生态环境质量。
By straightening out the status quo of ecological environment protection integration in the region of Beijing-Tianjin-Hebei,this paper has analysed the reasons of the unconspicuous effects in ecological environment protection integration.We consider that improving the ecological environment protection integration in Beijing-Tianjin-Hebei should do from two following aspects.On the one hand,make a＂top-to-down＂propulsive mechanism,and safeguard the strategic planning,target tasks and future policies to implement smoothly.On the other hand,develop a＂down-to-up＂participant mechanism to ensure all the citizen can take an active part in ecological environment protection integration.Only by combining with these two ways to solve the problem of unconspicuous effects in ecological environment protection integration,can we enhance the effects and improve the quality of ecological environment in the region of Beijing-Tianjin-Hebei.
