摘要
区域经济是一种非平衡的开放经济,其发展有赖于区域间的互补与协作。但是,单纯依靠市场机制的自发作用并不总能形成有效的区域协作关系。区际合作中的“囚徒困境”、“搭便车”和“公地悲剧”等现象的存在,以及目前我国区际经济关系中的诸多问题,使得中央政府的干预与协调具有了理论与现实的必要性。中央政府应采取特定措施,实现区域经济均衡协调发展。
Regional economy is a kind of non-equilibrium open economy, its development depends on the exchange and cooperation of regions. However, it is difficult to establish an effective cooperative relation through market mechanism. The existing of 'prisoner's dilemma', 'free rider', 'tragedy of the commons' and other problems in inter-regional economic relationship makes it necessary for government to intervene and coordinate in inter-regional relationship. Central government should take special measures to reconstruct an equilibrium and coordinated inter-regional economic relationship.
