摘要
目的:分析2010—2014年上海市闵行区社区卫生服务机构公共卫生服务提供效率情况。方法:收集2010—2014年上海市闵行区卫生统计年鉴及上海市卫生行政部门统计报表,采用数据包络分析法分别公共卫生服务的提供效率状况。结果:闵行区全要素生产率5年间上升4.30%,整体的提升主要来自于综合技术效率的进步(综合技术效率上升4.10%),其中,纯技术效率上升1.80%,规模效率上升2.30%。有10家社区卫生服务机构全要素生产率均大于1,占83.33%,其中,9家社区卫生服务中心的综合技术效率均有提升。结论:5年里全要素生产率总体处于上升趋势,反映了闵行区管理水平的不断改进,卫生资源的不断优化和服务效率的不断提升。
Objective： To evaluate the public health service efficiency of community health centers in Minhang District, Shanghai from 2010 to 2014. Methods： The health statistical yearbook of Minhang District and statement of health administrative departments in Shanghai from 2010 to 2014 were collected to analyze the efficiency status of providing public health services based on data envelopment analysis. Results： Total factor production efficiency was increased by 4.3% in past 5 years, which was derived from the promotion of comprehensive technical eff＇wiency（the comprehensive technical efficiency was increased by 4.1% ）. The pure technical efficien- cy and the scale efficiency were respectively raised by 1.8% and 2.3%. There were 10 community health centers（83.33%） whose total factor production efficiency was more than 1. The comprehensive technical efficiency of 9 community health service centers were pro- moted. Conclusion： The total factor production efficiency was in the increasing trend in past 5 years, which reflected the promotion of management, optimization of health resources and improvement of service efficiency in Minhang District.
