摘要
简政放权作为全面深化改革和优化宏观调控的一体两面,其目的是优化政府组织结构和职能配置,厘清和理顺政府间及政府与市场、政府与社会的关系。因此,要以简政放权为依托,实现政府间合理分权、政府对市场放权、部门还权于地方政府、政府放权于社会,以促进政府间事权和支出责任刚性联系。
Streamlining administration and instituting decentralization as comprehensively of the two sides deepen reform and optimize the macro-control, the purpose is optimizing government organization structure and function configuration,to clarify and straighten out the relationship between the government, the government and market, government and society.Therefore, in order to promote inter governmental powem and expenditure responsibilities rigid connection,decentralization as the basis,to achieve the intergovernmental reasonable decentralization, government to market decentralization,the department also right to local governments, government decentralization in society.
