摘要
运用政策内容分析法,从政策工具与足球改革发展两个维度对《中国足球改革发展总体方案》的政策文本进行计量与分析。结果显示:政策文本更偏好于使用环境型政策工具,供给型政策工具的使用总量适中,但内部各要素的使用比例不均,对于需求型政策工具的使用尚未重点关注;政策文本虽对足球工作的主要领域均有涉及,但对社会足球与足球场地的关注略显不足;政策文本的重点领域突出、覆盖面广,且其政策工具在不同的足球改革领域存有交叉作用。
Based on the content analysis of the policies, this research studied the ＂General Plan for Chinese Football Re- form and Development＂ from perspectives of policy tool and football reform. The results showed that environmental policy tools were the preferably used, and the quantity of demand-based policy tools were moderately applied ＂with proportional imbalance of internal elements. Supply policy tools, however, were not addressed. Although the policy text involved major fields of work of football, it did not attach importance to the social football and football fields. The policy text highlighted the major areas and covered a wide range. Its policy tools had cross-effect among different fields of football reform.
