摘要
中国古代长期以农业立国,重视水利设施建设,这其中就包括闸和坝。闸和坝除了作为农田灌溉设施之外,还在内河航运中发挥重要的作用。明代京杭大运河一直承担南北运输的重要职能,不但成为王朝的经济动脉,也关系到南北的水利。随着社会经济的发展,作为水利管控设施的闸坝建造技术提高了,作为经济动脉的运河得到朝廷的高度重视,在闸和坝设置专官进行管理,则成为维护运河畅通,确保农田水利的重要措施。闸坝官乃是未入流的微末之官,在行政序列上受地方官与河道官双重领导,但在管辖范围上也不仅仅限于所专管的闸和坝,不但有自己的衙门和独立的财政,而且在社会治安方面也发挥着重要作用。
Ancient China is agriculture specific, hence giving attachment to water infrastructures inclu- ding dams and gates that also play significant roles in canal transportation. The Beijing-Hanzhou canal is an important north-south traffic artery in the Ming dynasty. With the social and economic development, the technology has improved in relation to the water facility manufacture to control the dams and gates. Likewise, the low rank officials are assigned as responsible for dams and gates.
