摘要
在国家法制化建设背景下,地方立法主动性逐渐提升,地方城乡规划法制化建设成为未来实现依法治国的重点任务之一。本文通过回顾我国地方城乡规划法制化体系建设的进程,解析目前存在的问题,提出地方城乡规划法制化的内涵包括技术工作法制化、行政权力法制化和公共政策法制化,并从技术法制空间平台、行政一体化法制体系、政策法制化转译路径和法制化程序控制等方面,有针对性地提出了建构地方城乡规划法制化体系的框架和要点。
Local government has been active in legislation, and it is the orientation of future urban rural planning development. The paper reviews the progress of local legislation of urban rural planning, analyzes present problems, puts forwards ＂legislation of technical work, administration, and public policy＂ suggestions, and the framework, key points of urban planning legislation.
