摘要
人民银行地市中心支行在人民银行垂直管理的组织架构中处于承上启下的关键环节,是传导货币政策、维护区域金融稳定、提供金融服务、推动区域经济金融健康稳定发展的重要基础,其行级领导干部的行为和素质在很大程度上影响着基层央行的运转效率和履职成效。本文结合总裁生命周期模型,分析人民银行地市中心支行领导干部的现状,认为认知模式刚性、信息源质量下降是导致部分领导干部任职周期后期工作绩效下降的重要因素。基于此,提出明确任职周期目标、建立任职数据库、分阶段培养管理、完善相关配套措施等建议。
The central sub-branches of PBC are a crucial link of the organizational structure of PBC which imple- ments vertical management, and are the important foundation for the transmission of monetary credit policy, the main- mining of regional financial stability, the provision of financial services and the promotion of the healthy and stable de- velopment of regional finance. The governor-level leading cadres' behavioral expression and quality of the central sub- branches of PBC affect the operation efficiency and performance results in basic central banks to a large extent. Based on the Theory of President Life Circle, this paper analyzes the current situation and existing problems of leading cadres in the central sub-branches of PBC, gives advice and suggestions.
