摘要
长江中游城市群战略的推出,将构建一个以武汉、长沙、南昌为中心城市的跨省级区域的特大城市群。这里将迅速成为全国人才、资金、政策的集聚洼地。郴州被排除在此城市群版图之外,这将对郴州今后的发展带来极大的挑战,比如说区域位置边缘化、要素外流,区域竞争更加激烈等。基于这种情况,郴州必须化被动为主动,积极应对被边缘化的挑战。一是调整战略方向:实现"北融南接东联"发展;二是做大"郴州":以融城为重点加快"大十字"城镇群建设;三是构建特色产业集群:实现与周边城市群错位互补发展;四是打造生态高地:大力实施绿色崛起战略。

Based on this situation, Chenzhou must regain the initiative, and actively respond to the challenges of being marginalized. First, adjust the strategic direc- tion： to achieve ＂North fusion south East＂ development; Second, enlarge ＂Chenzhou＂ ： to focus on speed- ing up melting city ＂ Grand Cross＂ urban agglomeration; Third, build characteristics of industrial clusters： Implementation and surrounding cities group dislocation complementary development; Fourth, build eco- Highland： vigorously implement the strategy of green development.
