摘要
水土资源安全是实现京津冀可持续发展的前提保障。当前京津冀区域的巨大水土资源压力,已成为阻碍区域优化发展的焦点问题,危及国家粮食安全、食品安全、国土和生态环境安全。该文通过对京津冀及其周边区域进行分析,认为现有农业发展方式是造成水土利用不可持续的关键,提出要以科学休耕为主要手段,以京津冀协同发展和"一带一路"国家战略实施为背景,采取加快转变农业发展方式、加快国土综合整治和生态良田建设、加强区域资源变化监管、进口中亚优质小麦等多种手段,恢复京津冀水土资源支撑能力,重塑水土利用新平衡。
Water and soil security is the prerequisite to realize the sustainable development of Beijing,Tianjin and Hebei Province. At present,the pressure of water and soil resources in this region has become the key problem which hinders regional optimal development and endangers the national food supply security,food safety,land and ecological and environmental security. Based on the investigation in Beijing,Tianjin,Hebei Province and its surrounding areas,the paper analyses that the existing agricultural development mode is the key to the unsustainable use of water and soil,puts forward the scientific fallow as the main means against the background of Beijing-Tianjin-Hebei collaborative development and implementation of ＂ the Belt and Road＂,proposes several suggestions to restore the supporting capacity of the soil and water resources and reshape the new balance of water and soil utilization in Beijing,Tianjin and Hebei Province,such as to accelerate the transformation of agricultural development mode,accelerate the comprehensive improvement of land and ecological farmland construction,strengthen the supervision of regional resources changes,import high-quality wheat from Central Asia and so on.
