摘要
近年来,中央和各地方不断加大对中等职业教育的投入力度,中等职业教育发展中资源短缺问题得到较大改善,提高资源配置效率成为进一步促进中等职业教育发展的重要课题。据此,本文运用DEA方法测算了A省76个样本县(区)中等职业教育资源配置效率,运用ESDA方法分析了资源配置效率县(区)际差异的空间特征及其形成机理。结果表明:A省县(区)域中等职业教育资源配置效率存在显著的空间依赖性,表现出局域集聚的特征;这种空间集聚特征根源于中等职业教育资源配置各环节表现出来的空间差异性,并受诸如地理、人口、经济、社会等外部环境的影响。在制定中等职业教育政策时,需要充分考虑邻近区县之间的协同与互动,加强省级政府统筹力度,引导各区县合理投入教育要素,促进省域中等职业教育资源配置效率的提升。
In recent years, the central and local government unceasingly enhanced investment in secondary. vocational education. The issue concerning resource shortage of secondary w）cational education has been greatly improved. Improving resources allocation efficiency has become an important device to further promote the development of secondary vocational education. On this basis, this paper uses data envelopment analysis （DEA） to measure, in Province A, 76 sample counties＇ （districts＇） secondary vocational education resources allocation efficiency, and uses exploratory spatial data analysis （ESDA） and geographic information system （GIS） technology preliminary characterization and to reveal the spatial characteristics of the resources allocation efficiency of the county （district） difference and its formation mechanism. The results show that vocational education resources allocation efficiency between counties （districts） in Province A has significant spatial dependence which manifest as characteristics of the local cluster. The agglomeration characteristics rooted in the spatial difference of the entire process of secondary vocational education resources allocation, and subject to the influence of the external environment, such as geography, population, economy and society. In policy making, it is necessary to fully consider the synergy and interaction between the neighboring counties, and strengthen the overall arrangement of provincial government, and guide rational investment of education elements in each district and county, and improve the efficiency of the allocation resources, so that promote the efficiency of resource allocation of secondary vocational education in Province A.
